During the Fourth Shinobi World War, Boro was among those affected by the Infinite Tsukuyomi cast by Madara Uchiha, influenced by Black Zetsu. He later became a devoted follower of the Ōtsutsuki, viewing them as gods and the Infinite Tsukuyomi as a path to salvation. Joining Kara, Boro became an Inner with his body enhanced by Scientific Ninja Tools and Shibai Ōtsutsuki’s DNA, though he didn’t awaken any shinjutsu. Boro formed a cult around his beliefs, preaching that the Ōtsutsuki were benevolent and would bring peace through the Infinite Tsukuyomi. In the anime, he secretly poisoned lands, then posed as a savior, using his abilities to “cleanse” them and gain followers. He criticized the Five Great Shinobi Countries for their past actions against the Ōtsutsuki and promoted a vision of world bliss under their guidance.
